AIR held a workshop titled “International Cooperation to Help Build World-Class Research Institute” on May 29, aiming to promote its international cooperation from various aspects and to its boost S&T innovation with a global vision. The workshop was attended over 130 people including AIR staff and invited guests. AIR participants included WU Yirong, Director-General of AIR, Deputy Directors CAI Rong, GU Xingfa, and LIU Jianbo, as well as representatives of various administrative and research divisions. The invited guests included LI Yin, Director of the CAS Bureau of International Cooperation, YU Qi from the National Space Agency, WANG Qinglin from the China Association for Science and Technology, ZHAO Huijun from the Ministry of Science and Technology, ZHANG Songmei from the National Remote Sensing Center, SUN Shuna from the National Natural Science Foundation of China, Philippe Vialatte, Minister Counselor of the European Union Mission to China, and Massimo Menenti, a foreign expert working at AIR. WU Yirong stressed in his speech that a first-class research institution must have first-class international cooperation, and opening up to the outside world is the only way for development. He pointed out that AIR has carried out extensive international cooperation covering all aspects, and should further broaden the scope of international scientific research, and provide important support for the realization of the S&T innovation. He appreciated that the leading experts at the workshop provide valuable opinions and suggestions on how to deepen and expand the international cooperation of AIR. LI Yin’s report focused on taking opportunities and challenges of international cooperation to build a first-class international research institution”. He pointed out that current international cooperation features new patterns and trends. He held that CAS adheres to the "three-oriented" guideline, focuses on the "four firsts" development goals, and adopts a development model that integrates "platform, project, and talent". He noted that CAS is striving to enhance its S&T innovation capability, international influence and core competitiveness, serving the country's opening up strategy, supporting “Belt and Road” program, and therefore contributing to build a “community of common destiny for all mankind”. YU Qi systematically introduced the overall situation of global space international cooperation, and detailed China’s development in space industry. She encouraged AIR to play an active role in China’s space international cooperation, specifically in such directions as sharing remote sensing data, global service of Beidou navigation, promoting advanced technology and products, and creating an international talent team in the aerospace information field. WANG Qinglin elaborated on how to carry out international S&T cooperation within the context of global governance. He analyzed the leading role of international organizations in participating in international governance, and briefly introduced China's involvement in relevant international organizations, as well as Chinese scientists’ contribution to the those organizations. ZHAO Huijun pointed out that the interdisciplinary field is the key area of introducing international talents, and she hoped that AIR make full use of the resources to advance science, making breakthroughs in technical bottlenecks, and exploring innovative points of international cooperation. ZHANG Songmei introduced China's full participation in GEO. She said that China has built capability in Earth observation integrating space-air observation. She hoped that AIR make full use of the GEO platform to promote China's future development of Earth observation. SUN Shuna made a general introduction of the National Natural Science Foundation, with a focus on its fund policies and how to apply the funds. Philippe Vialatte was invited to give a report on the EU's research programs and the 2020 strategy on China-Europe cooperation. He introduced the cooperation framework and policies between the two sides and hoped to deepen bilateral practical cooperation, working together on China-European S&T programs, and defining key areas of cooperation. LIU Jianbo, Massimo Menenti, LIU Jie, ZHOU Xiang, WU Bingfang, LI Guoqing, CHEN Fang, HONG Tianhua, LIU Tuanjie, delivered reports respectively on the international cooperation of AIR from various aspects, such as the progress of the overseas remote sensing satellite receiving stations, the “Belt and Road” initiative, the regional Earth observation capacity building, international cooperation driven S&T innovation, individual experience on involving international cooperation, and how to make use of international journal resources. GU Xingfa wrapped up the workshop, advocating that AIR scientists should broaden global vision, make full use of the existing international cooperation resources, actively participate international programs, and provide effective support for building AIR into world-class scientific research institution.
